7th BRICS Science, Technology and Innovation (STI) Ministerial Meeting,
Campinas, Brazil, September 20, 2019

1. In line with the BRICS Memorandum of Understanding on Science, Technology and Innovation signed in March 2015, the Ministers for Science, Technology and Innovation of the Federative Republic of Brazil, the Russian Federation, the Republic of India, the People's Republic of China and the Republic of South Africa, met in Campinas, Brazil, on 20 September, 2019, for the 7th BRICS Science, Technology and Innovation (STI) Ministerial Meeting.

2. Based on the theme of Brazilian BRICS Presidency for 2019: "BRICS: economic growth for an innovative future" of which one of the priorities is the "strengthening of the cooperation in science, technology and innovation", we reaffirm our commitment to intensifying STI joint activities among BRICS countries and improve the partnerships in progress.

3. We welcome Brazil hosting the 1st Meeting of the BRICS Working Group on Ocean and Polar Science and Technology, on 27-28 July 2018, in Brasília, the 3rd Meeting of the BRICS Working Group on Science, Technology, Innovation and Entrepreneurship Partnership (STIEP WG), on 13-14 May 2019, in Foz do Iguaçu, the 3rd Meeting of the BRICS Working Group on Information and Communications Technologies (ICT) and High-Performance Computing (HPC), on 13-14 May 2019, in Foz do Iguaçu, and the 5th BRICS STI Funding Working Group Meeting, on 16-17 September, in Campinas. We welcome Russia hosting the 1st Meeting of BRICS Task Team on the establishment of a permanent mechanism to manage and coordinate BRICS STI activities, on 29-30 October 2018, in Moscow, BRICS Foresight and STI Policy Workshop, on 16 November 2018, in Moscow and the 2nd Meeting of the BRICS Working Group on Ocean and Polar Science and Technology, on 1-2 August 2019, in Moscow. We welcome China hosting the 2nd Meeting of BRICS Science, Technology and Innovation STIEP WG, on 9-12 September 2018, in Kunming, the 1st Meeting of the BRICS Working Group on New and Renewable Energy, on 11-12 December 2018, in Hangzhou, the 6th Meeting of the BRICS Solid State Lighting Collaboration Subworking Group on 6-11 July 2019, in Beijing, China. We welcome South Africa hosting the 2nd Meeting of the BRICS Working Group on Biotechnology and Biomedicine including Human Health and Neuroscience, on 26-28 November 2018, in Cape Town, and the 1st BRICS Science Academies Meeting, on 10-11 December 2018, in Pretoria.

4. We welcome the successful outcomes of the 3rd Call of the STI Framework Program and the first 5-year cycle of joint calls. We take note of more than 1,100 proposals submitted in the three calls, with at least 3,400 researchers involved and 91 projects selected. The increasing interaction between our researchers, academies and laboratories can bring an important new perspective and contribution to the world scientific production. We recognize the efforts of the BRICS STI funding agencies in guaranteeing the selection of excellent research projects. Furthermore, the pilot phase of the STI Framework Program was a unique opportunity for our funding agencies to learn with each other and exchange information, experience and evaluation methods. We urge the BRICS STI Funding Working Group to start discussions on the next cycle of BRICS calls, improving and simplifying their procedures. Taking into account the importance of joint projects and their outcomes we encourage BRICS STI funding agencies to increase their support to future BRICS calls. We reiterate our full support to the continuity of the STI Framework Program.

5. Pursuant to the implementation of the BRICS Action Plan for Innovation Cooperation (2017-2020), adopted in Xiamen, in September 2017, we endorse the "Enabling Framework for the Innovation BRICS Network (iBRICS Network)", elaborated by the STIEP WG. We emphasize the importance of establishing a network to encompass some of the main science parks, technology incubators and accelerators of the BRICS countries in order to foster dialogue and mutual knowledge, capacity building, cross-incubation and soft-landing with a view to advancing BRICS systems of innovation. We reiterate our commitment to deepening our cooperation on innovation in order to achieve the same level of positive results of our research collaboration.

6. Desirous of continuing establishing a long term and sustainable STI cooperation between our nations, we reaffirm our commitment with the realization of the Young Scientist Forums, whose next edition will take place in November 2019, in Brazil. Through the YSF, our researchers during the first years of their careers see their colleagues in BRICS countries as natural collaboratives and partners for publishing and innovating together. We recommend the organization of a joint meeting of the BRICS YSF coordinators at the end of this year's BRICS Young Scientist Forum to finalize the fixed structure, format and program of the YSF, including the rules and procedures of the BRICS Young Innovator Prize.

7. In view of the strengthening of our scientific collaboration on research, development and innovation facilities, we urge the BRICS Working Group on Research Infrastructure to conclude the BRICS Research Infrastructure Platform as a first step of the BRICS Global Research Advanced Infrastructure Network (BRICS GRAIN). We reiterate our commitment in making the platform a single digital entry point into research infrastructure's basic info and links, partnership and access calls, contacts, events and news.

8. We welcome initiatives proposed by BRICS Working Groups such as further developing the BRICS Virtual Institute of Photonics, identifying grand challenges and developing flagship projects.

9. We acknowledge the efforts of the Task Team to investigate the feasibility to establish a permanent mechanism to manage and coordinate BRICS STI activities and appreciate the different national proposals to implement it. In this regard we endorse the new BRICS STI Architecture, which will be implemented through the BRICS STI Steering Committee.

10. Reaffirming our engagement to the implementation of the BRICS Memorandum of Understanding on Science, Technology and Innovation, we adopt the BRICS STI Work Plan 2019-2022 and appreciate the efforts of the STI Senior Officials in its elaboration. We will remain developing joint concrete actions in research, technological development, innovation and entrepreneurship, in order to produce more knowledge, to transform this knowledge into products and wealth and to improve the quality of life of our populations.

11. We endorse the BRICS STI calendar of activities 2019-2020, in complement of the BRICS STI Work Plan 2019-2022

12. We express satisfaction with the results obtained with the BRICS Memorandum of Understanding on STI Cooperation and wish to continue to offer value and to enhance scale, scope and resources for BRICS STI cooperation in future.

13. Russia, India, China and South Africa extend their warm appreciation to the Ministry of Science, Technology, Innovation and Communications of Brazil for hosting the 7th BRICS STI Ministerial Meeting and the 9th STI Senior Officials Meeting (SOM) on 18th-20th September 2019, in Campinas.

14. Brazil, India, China and South Africa convey their appreciation to the Russian Federation for its offer to host the 8th BRICS STI Ministerial Meeting and the 10th BRICS STI Senior Officials Meeting and extend their full support to that end.
